The minimum enrollments for a course to run are 7, 8, and 12 for graduate, upper division undergraduate, and lower division undergraduate respectively.  This was in response to the budget deficit and an emphatic request from the Associate Dean that some of our graduate courses should  have higher enrollments. 

In order to protect a small program, it is appropriate to lower the enrollment requirement for the introductory graduate course to six. If the course cannot meet even this lower standard then, to protect the program, it should be offered in alternate years with a minimum enrollment of 4.
